AI Governance and Democratic Accountability in The Asia-Pacific: a Comparative Study of Public Sector AI Adoption in Philippines, Singapore, and India

Abstract


A set of principles, standards, and practices, which aid in managing AI usage in organizations, is Artificial Intelligence (AI) governance. Artificial Intelligence Governance (AIG) is an underdeveloped area of research. The AIG is an emerging but significantly underdeveloped area, while there is significant literature emerging on numerous aspects of AI. Also, no study explicitly examined the influence of AI Governance Frameworks (GF) of India, Singapore, along with the Philippines on democratic accountability in the public sector adoption. This study addresses this gap by adopting a mixed-method design and collecting secondary sources of data. The study’s findings show that Singapore's AI readiness ratings exceed those of either India or the Philippines. Further, Singapore experiences a high level of AI adoption in its public sector. Moreover, AI adoption improves the public sector Service Delivery (SD) through the increase in the accuracy rate and satisfaction of citizens with the particular service. The challenges related to AI adoption in government systems are algorithmic bias as well as fairness, transparency as well as explainability, data privacy and surveillance, institutional capacity gaps, and regulatory fragmentation.
